Matt Cutlip
Senior Fisheries and Aquatic Biologist and Senior Regulatory Specialist
Matt has 22 years of federal agency and consulting experience in hydropower licensing proceedings, including 19.5 years as an employee of FERC’s Division of Hydropower Licensing, Northwest Branch. As a Senior Fisheries Biologist and Project Manager at FERC, Matt participated in over 40 unique FERC licensing proceedings, specializing in large, complex, and controversial proceedings in the Pacific Northwest, Alaska, and New England. During Matt’s time at FERC, he developed a thorough understanding of the Federal Power Act and other statutes applicable to FERC licensing, FERC licensing and compliance processes and regulations, and FERC policy and precedent. As a licensing Project Manager and primary author of numerous environmental and decision-making documents issued by FERC, Matt has considerable expertise facilitating stakeholder engagement, managing competing stakeholder interests, assessing and resolving complex fisheries and water resources issues, and developing protection, mitigation, and enhancement measures for inclusion as enforceable conditions of FERC licenses.
